EDIT: Solved it.
Ended up reinstalling Ruby with RVM, then installing Rails.
Original Question: Been reading over threads on this, still haven't found a solution.
I've updated Xcode and installed Command Line tools.
ln -s /usr/bin/gcc /usr/bin/gcc-4.2
I've tried both gem install rails and sudo gem install rails (the former now keeps giving me a permission error).
RubyInstaller didn't work either.
I already have Ruby v.2.0 installed.
Here's the error message in full:

ERROR: Error installing rails: ERROR: Failed to build gem native extension.
* extconf.rb failed * Could not create Makefile due to some reason, probably lack of necessary libraries and/or headers. Check the mkmf.log file for more details. You may need configuration options.

try_do': The compiler failed to generate an executable file. (RuntimeError)
You have to install development tools first.
