The source code for Apache Camel is downloadable and you can then build the javadoc html documentation yourself, there is maven goals to do that.

The javadoc is also published to Maven central as JAR files so you can also download these JAR files from central and unzip/untar these and there is the html javadoc available for offline.

For example you can find the javadoc for camel-core 2.11.1 here: http://central.maven.org/maven2/org/apache/camel/camel-core/2.11.1/
