I've tried to create 'Catalog price rule' using below code-

        $name = "$_postData[groupName]"; // name of Catalog Price Rule
        $websiteId = 1;
        $customerGroupId = 3;
        $actionType = '$_postData[discoutnBy]'; // discount to fixed amount
        //(other options are: by_fixed, by_percent, to_percent)
        $discount = $_postData[discountValue]; // discount amount
        $sku = 'test101'; // product sku

        $catalogPriceRule = Mage::getModel('catalogrule/rule');


        $skuCondition = Mage::getModel('catalogrule/rule_condition_product')

        try {  
            Mage::app()->removeCache('catalog_rules_dirty'); // clear cache
        } catch (Exception $e) {

But created rule makes product price zero; when I go to edit this rule in backend, save it without any modification, and then press "Save and Apply" it gets applied properly. test101 is my product SKU

Just need to change $actionType = '$_postData[discoutnBy]'; ==>$actionType = $_postData[discoutnBy]; That's all and catalog rule works fine now! –  Namit Sep 3 '13 at 20:56
