I want to do a permanent redirect from my existing web site to a new one for certain urls. The idea is that these urls should be available from a new site even when the existing site is offline, so we have basically split the existing site into two but still want old urls to work.

I have set up a globalrule which works perfectly when the old web site is still running. However it stops working when the old site is stopped. I thought the idea was that globalrules were evaulated first by IIS and didn't depend on the status of individual web sites.
