I'm doing a responsive design and I'm importing stylesheets like this:

@import url("reset.css");
@import url("bootstrap.css");
@import url("bootstrap-theme.css");
@import url("typography.css");

In Bootstrap 3, everything was built for MOBILE, first as you probably know so I'm doing things like this:

@media (min-width: 768px) {
#header-wrapper {
    position:fixed;
    top:0; left:0;
    height:80px;
    width:100%;
    z-index:1019;
    background:blue;
}
.header {
    margin-left:-585px;
    position:absolute;
    top:0; left:50%;
    z-index: 1020;
    outline:1px solid blue;
    padding-top:20px;
}
}

The problem is that when I refresh the page (Chrome) the original responsive CSS shows for a moment, then gets reverted back to min-width: 768px CSS. Sometimes, if I'm lucky and I refresh enough times, I can get the responsive CSS to stick.

Anybody have any clue as to reasons this may be happening?

Not that it should matter, but it could be the @import is not loading right away, try this code to pull in the CSS <link href="css/offcanvas.css" rel="stylesheet"> Also, it could be the order you are importing them in. Just a few ideas. –  aDroidman Oct 30 '13 at 3:29
