I was using Webrick previously for running an app I'm building but switched to "foreman" and after battling through a bunch of various errors due to using syntax from older versions of Rails, I finally got all that sorted out and tried to run foreman but now I'm getting the following errors:

I checked the development.rb file and
config.eager_load is set to false which is what the error is telling me to do but it still not picking it up. I thought it might be something related to me using version 0.61 for Windows so I did
bundle again but it still did not work and now I am lost.
My Procfile has the following
web: bundle exec rails server thin -p $PORT -e $RACK_ENV
I am using PostgreSQL and its been working fine so now I'm lost so I turn to the experts!
