I am developing an application with which you can record your conversations. However, for ethical reasons, I want the app to notify the receiver that the call is being recorded using TextToSpeech (TTS).

Any help would be greatly appreciated.

It's not possible for Android apps to inject audio into the voice call uplink. –  Michael Sep 20 '13 at 23:48
