please help me, because i think i already blowed my mind

i tried to use function

iconv_strlen('some_cyrilic_text','')

on XAMPP server and it's all right, but when i try to use it on my Ubuntu server it returns iconv_strlen(): Detected an illegal character in input string

When i set charset like UTF-8

iconv_strlen('some_cyrilic_text','UTF-8')

it's all right. But i need it to works without, because this how it used by vendor on my framework.

What i already tried to do: 1) check encodind in php.ini and set

[iconv]
iconv.input_encoding = UTF-8
iconv.internal_encoding = UTF-8
iconv.output_encoding = UTF-8

2) Check default encoding on my Ubuntu server, it's UTF-8
