I am trying to use either respond.js, or css3-mediaqueries.js to handle media queries in IE8 and IE7. Neither seem to work for some reason. I am placing my style sheet before the the call for the js files.

The only way I can seem to get media queries working successfully is if I use this massively bloated custom version of Modernizr respond (modernizr-2.6.2-respond-1.1.0.min.js). I can't remember where I got this file though.

I tried making a custom Modernizr file with media query support under the "Extras" menu http://modernizr.com/download/ but that custom build doesn't work either for Media Queries.

So what is modernizr-2.6.2-respond-1.1.0.min.js. Why does it work where every other js library fails. Why is it so large can I trim it down and still have it work?
