I wrote the code as follows. This program will send TCP packets to a remote machine as many as possible. The sendto function succeeds but I can't detect the packets from either the local or the remote machinbe. What's wrong with it? I use Wireshark to detect packets.

Raw sockets on the consumer versions of Windows are disabled, too much abuse. You'll need the server edition. All well described in this MSDN article –  Hans Passant Sep 26 '13 at 13:10
    
Is there any method to send a self-constructed IP packet (including TCP) except WinPcap? Because WinPcap can't capture loopback packets, so we don't wan't to use it –  hsluoyz Sep 28 '13 at 6:48

It's deliberately restricted by Microsoft:

  • TCP data cannot be sent over raw sockets.
  • UDP datagrams with an invalid source address cannot be sent over raw sockets.
  • The IP source address for any outgoing UDP datagram must exist on a network interface or the datagram is dropped.

The reasoning is as follows:

This change was made to limit the ability of malicious code to create distributed denial-of-service attacks and limits the ability to send spoofed packets (TCP/IP packets with a forged source IP address).
