I am running an MVC 4 WebAPI application on a small Azure VM. The database is in the same virtual network, on a medium Azure VM.

For some reason, I get very poor performance from the WebAPI application when executing simple GET queries (20 to 30 seconds). If I put the WebAPI app on a local box, pointing to the same medium Azure VM database server, I get awesome performance (< 1 second). So I feel like I've ruled out the potential for the database server being the issue. I have a couple other websites on that same small VM and they all do great. It seems to be something related to the WebAPI.

I do not have any diagnostics running in the application, as shown from this question: Poor WebAPI performance

The application does require DTC, which is successfully running on both machines.

Has anyone else seen this issue?
