Here is my solution, which does exactly as you asked.
If you are rather a newbie in emacs, just copy the code below to your .emacs file, then
M-x eval-buffer on that file, and this should work globally.
When an F1-F12 key is called with a prefix argument (
C-u f2 for example), or when a bookmark doesn't exist for that key, a bookmark is created for the key. Otherwise, the point jumps to the requested bookmark.
To cycle, first press [C-tab], then keep cycling with [tab].
To install it for only for some buffers, you must find the hooks for the modes in which you want to use these, and add
bookmark_fkey_install to those hooks.
