I am able to run the seed app with

$PROJECT_HOME > node scripts\web-server.js

Http Server running at http://localhost:8000/

however with heroku

$PROJECT_HOME > heroku run node scripts\web-server.js

is there a particular app structure i am supposed to have? or different web-server.js file?

Switch your backslash to a forward slash. The character \ is typically used as an escape character, so you'd need two of them for the path to resolve properly. Instead, with one, the system thinks you're running this:

node scriptsweb-server.js

This is what you should be using:

heroku run node scripts/web-server.js

Note that the path separator also varies by operating system.
