GCM messages sent using the phone, does not Turkish characters. Encode below have not come up a solution.

This line seems wrong - output = new String(intent.getStringExtra("message").getBytes("8859_1"), "utf-8");

I think when you call getBytes("8859_1") you lose the Turkish characters.

Try output = intent.getStringExtra("message");

The code solves the problem for Turkish characters.
