for latex purposes, i have MikTeX 2.9 and Ghostscript 9.07 installed. dvips works fine in cmd, however, it would not proceed in cygwin. the outputs are as follows,

in cmd

in cygwin,

$ dvips bar.dvi

dvips: ! Couldn't find header file: psfrag.pro

the file is obviously there and can be used in DOS, so dvips can proceed in cygwin if i copy the psfrag.pro to the directory.

how does this happen and if this would happen to other commands?
