I want to show country flag depending on ip address I receive at server side. Are fixed ip addresses are assigned to countries ? Where can I get database for ip address to country mapping ?

You're looking for an IP geolocation service such as MaxMind.

ip2location.com provides an IP range database which can be used to tag IP addresses

they provide it in different formats as well so you can choose which one is useful to you

All solutions above depend on Free API's which are not that reliable in most cases and also have limitations. The maximum you can have is 2 lookups per second. For a reliable and an unlimited solution and faster performance you can create your own database.

1) Import the SQL table in the link below to your database.

http://tarjim.com.au/ip2country.sql

2) Get user's IP and convert it to an integer.

$ip = $_SERVER["REMOTE_ADDR"];
if(filter_var(@$_SERVER['HTTP_X_FORWARDED_FOR'], FILTER_VALIDATE_IP))
       $ip = $_SERVER['HTTP_X_FORWARDED_FOR'];
if(filter_var(@$_SERVER['HTTP_CLIENT_IP'], FILTER_VALIDATE_IP))
       $ip = $_SERVER['HTTP_CLIENT_IP'];
       $iparray = explode('.', $ip);
       $ipdecimal = ($iparray[0] * 16777216) + ($iparray[1] * 65536) + ($iparray[2] * 256) + ($iparray[3]);

3) Query for the user's IP integer in the SQL ranges.

$sql="SELECT code,name FROM ip2country WHERE ".$ipdecimal." BETWEEN min AND max";
$result = mysql_query($sql);
$row = mysql_fetch_row($result);
$usercountrycode = $row[0];
$usercountryname = $row[1];

4) Show country flag in your HTML based on Query result

<img src="<?php echo $usercountrycode = $row[0]; ?>.png">
/*assuming your flags pictures are named after country codes. example 'US.png' for USA*/

Open Sourced self contained flag rendering based on IP: ip2ensign

It will lookup UV coordinates in a flag texture atlas that matches an arbitrary IP. And it comes with the IP range database and the texture.
