The syntax highlighting in your question pretty much indicates what the problem is; you have unbalanced single quotes. The problem is in these two parts:

I can't tell if you're expecting
SUBSTITUTE to do something during the insert, or if your want that word in the field (inserted in the first one, in the filter in the second). As it is it will use that as a string, you won't see the result of a function call.
Because you're already working within a string, the single quotes within the
SUBSTITUTE call need to be escaped by doubling them up:
'" & SUBSTITUTE(E17,"''","''''") & "',
... WHERE NAME='" & SUBSTITUTE(G17,"''","''''") & "'
That's two single-quotes in the second argument in both
SUBSTITUTE calls, and four in the third argument of each call. Having those enclosed in double-quotes also doesn't look right, but I have no idea what you're expecting to happen or where that function will actually be executed.
That will get rid of the
ORA-00917 that is your current problem, but I suspect you might have some other issues with what you're doing... You can't have column names in a
VALUES clause for a start, so you'll hit
ORA-00984 next I think. You might want to rethink how you're trying to do this. And maybe have a quiet word with whoever came up with that naming scheme.
