I would like to use table rates to specify shipping prices for UK, Europe and Rest of World.

Is there an established .csv file I can use, where each county code is in one of the 3 above areas?

This is what I’m trying to achieve…

UK: £3.50 normal £6.50 special

EUROPE: £4 normal £9 special

REST OF THE WORLD: £6 normal £12 special

Do you mean a CSV containing shipping prices? Isn't that going to depend on the size and weight of the parcel and the carrier you use? –  Dave Webb Dec 22 '09 at 15:08
    
No, in this case size and weight doesn't effect the shipping cost. I am really trying to get hold of a csv where country codes have been organised into UK, Europe and Rest of World. –  user236902 Dec 22 '09 at 15:50
    
It sounds like all you need is a list of countries in Europe since once you have that it's easy to work out if a country is in the Rest of the World. How about en.wikipedia.org/wiki/List_of_European_countries. In any case this is geography rather than programming. –  Dave Webb Dec 22 '09 at 15:58

This Magento extension is perfectly suited to your scenario. It allows you to set up the three zones you require with the special set of rates for each zone. If you require CSV's you can always check out MatrixRate.

See http://www.magentocommerce.com/knowledge-base/entry/how-do-i-set-up-table-rate-shipping for the standardized format. Alternatively, in the shipping rates section of your control panel choose to export the current shipping rates, even if you have none -- this will give you a template to start from.
