How can we write a conditional base url rewrite rule in asp.net. I have a existing rule below:

<rule name="Imported Rule 16" stopProcessing="true">
     <match url="^forums/(.+)/(.+)/(.+)/(.+)$" />
    <conditions logicalGrouping="MatchAll" trackAllCaptures="false" />
    <action type="Rewrite" url="/forums/somepage.aspx?category={R:1}&amp;catid={R:2}&amp;subcatid={R:3}&amp;comments={R:4}" appendQueryString="false" />
</rule>

Now I want to change the the <match url="^forums/(.+)/(.+)/(.+)/(.+)$" /> to <match url="^forums/(.+)/(.+)$" /> but only for new forum entries because old pages already crawled in some search engine. like after forum Id 1000 url will be changed.
