I'm getting the following error:

Fatal error: Cannot redeclare register() (previously declared in    
C:\xampp\htdocs\spikes\functions.php:2) in C:\xampp\htdocs\spikes\functions.php on line 20

And that's weird because I declared it just once but the error says that I redeclared it.

I really can't understand such questions. PHP gives you full information: you're redeclaring register() function in C:\xampp\htdocs\spikes\functions.php on line 20 and PHP even gives you exact location of it's first definition: C:\xampp\htdocs\spikes\functions.php, on line 2 This is SAD :( Sorry, my soul is screaming :( –  Alma Do Oct 22 '13 at 12:54
    
It is always a good idea to give function more descriptive names. Register apparently is not descriptive enough. –  Veda Oct 22 '13 at 12:56

Please try to use include_once() or require_once() to avoid duplicate.

You include/require the file twice. Line 20 is the closing } of the function declaration.

This means you already have a function called register().

Maybe you're including the same file twice or had a freak copypasta accident. Check your code for any double functions.

Change your require statements to require_once "<file>";

You can also wrap register in the following code to mitigate your immediate problem:

if(!function_exists("register")) {
    function register($username,$password,$email,$firstname,$lastname) {
        // contents here
    }
}

My bet is that you might be including functions.php inside your config.php.

include() : includes file each time you call it

include_once() : include file once in a whole document

require() : Use when file is essential, work similar to include()

require_once() :once for whole document

include_once() & require_once() to avoid duplicate

include() & require() create duplicate

Follow the error, PHP provides complete and best error report to understand the problem with place of occurrence of error.
