Why is this not working for checking a "bin" (matrix) for numbers other than 0?

def check(box,row,col):
    block = int(blocks[0] - 1)
    if int(box[row][col]) != 0:
        return False
    elif int(box[row][col]) == 0 and row != block:
        check(box,row+1,col)
    elif int(box[row][col]) == 0 and row == block:
        check(box,0,col+1)
    elif int(box[row][col]) == 0 and col == block:
        return True

I keep getting an index error.
