Sorry to ask about this,

I have least knowledge about mac programming or any other programming language except html and javascript. I wonder why on mac application icons (or even windows icons on desktop) has no hover effect like we create the effect with css on html website? I have tried to find solutions for this but no one ever asked about this thing or am I crazy?

Anyone have any clue about this? how can I create hover effect on mac's app icons? I really want to know how to programming on mac to achieve something like css hover effect(#div:hover{ }) or any ideas.

I hope there will be someone want to do this like me out there... it would be greatly appreciated

Sorry I forgot to tell that the effect I want is on icons itself not just showing app's name in text-box on top of it. thanks! –  Pucka Nov 2 '13 at 13:09
