I'm making a wordpress template from scratch. I've eliminated many of the files and kept in just the header.php, footer.php, index.php, and style.css to rule out many of my potential problems.

I've played with the code, looked up questions, googled for my solution, but I'm not sure why my style isn't being recognized when i go to my site

the following are my 4 files:

What do you mean by "my style isn't being recognised"? Where have you put the theme files? Does it show up in the Themes admin page? Is it active? –  Matt Gibson Nov 4 '13 at 22:18
    
Also, use get_stylesheet_uri() to link to your stylesheet, and remove that odd header("Content-type: text/css"); text from your <head> section -- it's not valid HTML, and even if you were to make it PHP, it wouldn't work there anyway. And you should probably add the standard theme hooks, like wp_head(), and so on. –  Matt Gibson Nov 4 '13 at 22:26

If you're trying to submit your theme to the wordpress.org directory you might want to take a look at the theme development standards. If you're just trying to get it to work; make sure you're linked to it properly. –  Blake Nov 4 '13 at 22:27

Add this line in the <head> tag

<link rel="stylesheet" type="text/css" media="all" href="<?php bloginfo( 'stylesheet_url' ); ?>" />

Hey you need to specify absolute path to the stylesheets, for example

<link type="text/css" rel="stylesheet" href="http://www.yourwebsite.com/wp-content/themes/yourtheme/style.css" />

Also as Matt stated, you can use functions like get_stylesheet_directory_url() or get_stylesheet_uri() to make your path more dynamic.
