Where to store the text file containing the Public Key of a business partner in place that the X509Certificate2 constructor can access it, when the code is running in ASP.NET?

In Visual Studio 2012, I start the web app up in Debug Mode, but the following line fails with the system cannot find the file specified:

     Dim cert As X509Certificate2
     cert = New X509Certificate2(CertificatePath, String.Empty, X509KeyStorageFlags.MachineKeySet)

and I presume that's because whichever built-in process is trying to access the file system doesn't have access to my Documents folder. That's where CertificatePath is pointing, i.e. to a folder beneath MyProject. My ASP.NET project files are stored in

C:\Users\MyUsername\Documents\Visual Studio 2012\Projects\MyProject.

The Project's properties: Web tab: (x) Use Local IIS Server

The public key file is stored in MyProject\keys.
