VB Net CheckboxList Send Mail Based on ListItem Value

Question

I am trying to change the variable:

.ToAddress = ConfigurationManager.AppSettings("RequestEmail")

based on the selected value in the CheckBoxList ListItem. So far it's not working.

Here's the code for that list:
