I have a group that has expenditures and population served. I create the Expenditures per Capita by dividing the expenditures by population served individually for each. However I am not sure the best approach for getting the average. Do I sum up all populations and expenditures and then calculate the Expenditures per Capita to get the average or do I add up all the Expenditures per capita and then divide by the number of individuals to get the average?
