I was wondering if there's any free web API can be used to query the lat lon by given a city/state name?

It is ok to get either the center lat/lon, or the boundary lat/lons of the region.

Google will do this for you. See https://developers.google.com/maps/documentation/geocoding/?hl=FR

There are others out there too. I googled "free geocoder" and this good list came up: http://blog.programmableweb.com/2012/06/21/7-free-geocoding-apis-google-bing-yahoo-and-mapquest/

Yes I know the google geocoder, but it has a usage limit. I was wondering if there's any free service could full fill my requirement. – Allan Jiang Nov 20 '13 at 1:10

Take a look at The Data Science Toolkit. It provides a free online tool based on open source maps, has a Google style interface, and open terms of use. You can also easily install a local instance of the Data Science Toolkit on your own computer/server as a virtual server (allowing for geo-coding of hundreds of thousands of addresses in a few hours.)
