the question is the following I'm going to submit an application to the app store which is uses my custom mediation framework with my own dedicated server, the purpose of the server is that user receive from the server application configs in JSON format and then the ad banners, and after it based on config application showing or hiding that banners, is it ok or the app will be rejected, I'm asking because i didn't find any point related to this question in App Store Review Guidelines .

Your app, provided that you didn't use the UDID of the device, wouldn't have any problem on this behalf. Connection to a server is something that most of us app devs do. Showing banners depending on third-party frameworks is also accepted (mopub, millennial media, etc). Your framework is just another one: those from known companies have not either been officially approved by Apple, so yours should also be accepted.
