I am trying to convert a Big Endian Two's Complement Bit String into the appropriate signed integer. Does this look like the proper way to do it? It works with the examples, but since I cannot account for all the possibilities, I thought I'd ask. Thanks.

    Dim sign As String = bits.Substring(0, 1)
    Dim bitload As String = bits.Substring(1, Len(bits) - 1)

        val = Convert.ToInt32(bitload, 2)
        Dim inv As String = ""

        For Each c As Char In bitload.ToCharArray()
            inv = String.Concat(inv, If(c = "0"c, "1", "0"))

        val = (Convert.ToInt32(inv, 2) + 1) * -1   'invert, add 1, and negative. (two's complement conversion)
    End If

    Return val
End Function
