Risks, in project management terms, are events outside the control of the project which have a potential impact on time, cost or deliverables. The impact might be either good or bad, effort and attention is usually only paid to the risks which have a bad impact -- a good PM can easily pass off the beneficial impact of a risk as the result of careful planning and management.
The risks you identify for your project are perspective dependent, by which I mean that there is no (even hidden, secret, known only to the initiated) list of 'All Project Risks', it's part of the PM's job to draw up the right list for a new project. For example, to pick up on one of Stefano's risks -- hard disk drive failure. I suggest that for the usual software development sort of project this is a low-impact medium-frequency risk. For a high-availability, ultra-large volume data, multi-site server-farm development hard disk failures are not a risk because such a project will have to take control over these events, one of the project's deliverables will be resilience.
The following are not usually project risks, 'cos they should always be inside the control of the PM (and yes, this is all contentious so if your opinion differs I'm cool with that, but this is my opinion):
- Loss of key staff -- don't set up a project with critical dependencies on individuals.
- Customer uncertainty about requirements -- set up your project to elicit these as you go rather than to commit to activities in advance of being ready for them. Agile, not waterfall, perhaps.
- Loss of source code due to hardware failure -- whaddya mean you don't put all files on systems which are backed up hourly ? And you are using a source code control system aren't you ?
- Others too, if only I had more time.
When you come to identify risks don't start your list like this:
- Fire destroys offices.
- Airplane crashes into offices, destroying them.
- Floods destroy offices.
If it's appropriate for your project then the event which creates a risk is 'Loss of offices'. Incidentally, for most of us for most of the time this is not a risk to bother including. Likelihood is so low, and the worries in the event that it does happen so overwhelming that it's a waste of paper and PM time doing anything about it. But you decide for your project.
Having identified your risks and classified them as Stefano suggests (I always go for 3x3 matrix, with Hi, Mid, and Lo likelihood and impact, but 5x5 is OK too, though it's 25 boxes to fill in rather than 9) then for all the risks which it's worth bothering about (which is what your matrix tells you) then you have to define a risk mitigation plan -- what will the project do if the risk comes to pass ? Since risks are, by my definition, outside the control of the project, you can't plan to reduce the likelihood of a risk, you can only plan to reduce the impact or severity of a risk.
Never forget the following options for mitigation plans:
- Do nothing but worry (appropriately), plan and act in reaction to realised risk;
- Plan to let deadlines slip, costs to increase or deliverables to vary from specification.
Finally, make sure that your project sponsor (or whatever oversight layers you define) are fully briefed and completely in agreement with your risk assessment and mitigation plan. CYA.
