We have a process where people are uploading PDFs and we need to process them. If the PDF is NOT searchable, we run it through some code to make it Searchable. Currently, though we have no way of telling if the PDF is searchable or not.

Is there a .NET(c#) library out there to help with this?

You could use iTextSharp to extract text from the document pages. If any text is returned then the document can be searched.
