Is there any way to preserve the exact state of the browser with chrome devtools?

What I mean by this is, say for example you have an element that does something when you hover over it, is there a way of telling chrome to stop listening for events so that you can inspect certain elements in a certain state.

This also applies heavilty to JS/jQuery, I know about the ability to force attribute state, but take for example an element created when you start typing in a text field with jQuery, but then the element goes a way when you unfocus the text field.

It seems like there is no way to inspect elements created on a hover state, any solutions?
