It depends on the type of app and its related functions. I'll recommend the "onResume()" Method. Why?
A user launches your app sans wifi/data network enabled. The user then navigates to the device's "settings" to turn on wifi/data network. In most scenarios, users won't exit from your app, but rather resort to the "home" key to do this, hence triggering the "onPause()" and "onResume()" of your app's "activity". If you check in "onCreate()", you'll get a false response even though the device is connected.
Also, what if your app is paused and resumed randomly by the system and the internet connection keeps fluctuating? Like I said, it depends on the app. If your app needs to check frequently before some task, then you need a background service and a timer, if not, place it "onResume()".
