A piece of paper and a pen or marker often work well to flesh out general UI ideas at least in the beginning of any type of design process.

It's faster than Photoshop or any other tool you might use. It keeps you focused on the big picture rather than the minute details like the exact shade of blue you might use in a menu or whether two buttons are 50 or 75 pixels apart.

Balsamiq is really good for a lot of applications. I don't know about how well-suited it is for games, but have a look at it anyway.
