I try to send mail locally(from my local server) but server not started..... why thia happening...????

That's your problem:

uninitialized constant CONFIG (NameError)

Here's your solution (replace CONFIG var with your actual data):

#config/environments/development.rb
config.action_mailer.delivery_method = :smtp
config.action_mailer.smtp_settings = {
    address: 'smtp.gmail.com',
    port: 587,
    domain: *************,
    authentication: 'plain',
    enable_starttls_auto: true,
    user_name: *************,

}

I would recommend using the Figaro gem to give you access to ENV variables (so you can use them the same as CONFIG, but as ENV)
