I have created a plugin fragment. However, when running test fragment it seems to fail due to missing dependencies. For example:

If I remove the test fragment, tycho compiles and builds a working application. The test fragment is marked to as packaging "eclipse-test-plugin". I'm running tycho version 0.16.0 since I've had issues building the my applications as "eclipse-application" (which will be eventually migrated). How can I trouble shootthis?
