I'm familiar with having Dev/Test/Production differentiation from a developers point of view, but have recently been asked to set up such from scratch on a raw (empty) installation of Oracle...

[NB single hardware platform and single server license; RedHat, Oracle 11g]

What is the best practice for these in terms of separation - should it occur at the database or schema level? Furthermore, what is the best / easiest way to copy the whole of a higher level to a lower one (i.e. pushing production to test or dev)?
