Suppose I have file: A.txt

Hello, Wolrd!! Hello, World!! Hello, World!! 

I must to split it on chunks with length of 15 characters. As result I have:

// chunk1
Hello, World!!

// chunk2
Hello, World!!

// chunk 3
Hello, World!!

Later somone change file A.txt removing ", World" from second sentence. So A.txt:

Hello, Wolrd!! Hello!! Hello, World!! 

But I must split it on chunks using the first boundaries:

// chunk1
Hello, World!!

// chunk2
Hello!!

// chunk 3
Hello, World!!

Maybe someone have an idea about the best way to do it? I can use any database, any tool, any programming language.

UPD: According to http://www.tlc-networks.polito.it/oldsite/mellia/papers/DropboxImc12.pdf DropBox split large files on chunks and watch for their changes. Maybe someone know more about how it do it?

UPD2: Actually I must split BINARY datas on chunks of specified bytes length. NOT TEXT. Text file is used only for example.
