My application is working in system tray without active window. I can detect press and release scroll/num lock by JNA, but don't know how get it's state (it's LEDS state)

This code apparently uses windows APIs to look up the num lock state. Once you extract that code, it should be easy to map it into JNA. –  technomage Feb 13 '14 at 16:29
