My company provides e-learning content that is flash based. Apparently, speed testing has only recently become a focus and so now we need a tool or set of tools that will allow individual users to throttle their bandwidth for testing.

Preferably these will be tools that are easy to install and configure on any Windows-based client because there will a varying range of employees that will be running these tests not just programmers or IT guys.
