Is it possible to make my own login form in .NET (C#) to appear when Windows start and when login succeeds the Windows load and if login is unsuccessful then Windows shouldn't start?

The login screen is supposed to be trustworthy, and therefore only the Microsoft-provided login screen is supposed to be permitted. If you manage to do what you're outlining, I believe you've broken an important part of Windows security. –  Jonathan Leffler Mar 6 '14 at 7:04
