I will paste code from robots.txt and htaccess on pastebin.

Sometimes it work, but most time keeps refreshing and after hour or so it would fail.

I changed permalinks from %postname% to %category%/%postname% last week, don't know should I wait more for google to update to my new permalinks, maybe the time is answer, or maybe robots.txt or .htaccess aren't configured on the right way.

I don't see anything in the .htaccess or robots.txt that would cause a refresh loop. Do you have custom error pages that could be causing a loop? I've seen a case where the site had a custom 403 error page. When the server tried to redirect the bot to the 403 page, the server would go into an infinite loop of request 403 page, redirect to 403, request 403, etc. See How to DOS yourself for a description. –  Jim Mischel Mar 14 at 18:16
