Imagine if i want to create a 2D game that can run on Android, IOS and Windows Phone. Is there any programming language that can achieve that? I mean like "code once and run everywhere". If so, which is the best programming language for this situation? (I heard about Xamarin which is a C# platform but didnt use that)

You can try Unity3D, a game engine in which you can use JavaScript or C# and then deploy the game in iOS, Android or Windows Phone. It is conceived as a 3D engine but works with 2D just fine. There are a lot of 2D and 3D mobile games out there developed with Unity3D.

Check out libgdx. It supports cross compatibility for Android, iOS, desktop applets, HTML 5 apps.
