I start with neither rails nor ruby installed in Windows. I use railsinstaller to install rails on C:\rubyonrails

gem envproduces:

I run ruby dk.rb install --force, which yields

Then I test the installation according to here and run gem install json --platform=ruby and everything goes fine. Another test gem install bson_ext --platform=ruby also runs OK.

BUT when I go to C:\rubyonrails and run rails new whatever it get's blocked here (at least for more than 30 min):

Yes, and gem install atomic -v '1.1.16' doesn't succeed either.

Also, it says Check the mkmf.log file for more details. Which one? The one from atomic-1.1.16 says:

That is, I get cannot open output file conftest.exe: Permission denied. So, I go to C:\rubyonrails\RailsInstaller\Ruby1.9.3\lib\ruby\gems\1.9.1\gems\atomic-1.1.16\ext with a cmd.exe with administrator rights and execute conftest.exe and it blocks the terminal and launches some sort of terminal window that immediately closes itself (so that I don't get to see it).

I think it's no surprise that conftest.exe is blocked (from the first time that rails new whatever was launched).

I've been stuck with this for days. I've seen many related questions, but no answer that applies to my case (not a mac installation, no white spaces in the path, etc.).

Any ideas?
