Is there a way to replicate the apache tolower option in nginx for just one location and also rewrite the url?

Current the only solution I have found is the perl rewrite which rewrites everything to lowercase.

location ~ [A-Z] {
       perl 'sub { my $r = shift; $r->internal_redirect(lc($r->uri)); }';
            }

What I would like to do is to just rewrite everything for just one location. eg.

location ~ ^/site {
       perl 'sub { my $r = shift; $r->internal_redirect(lc($r->uri)); }';
          }

However all traffic is first being rewriten to a url eg.

location / {
                rewrite ^([^.]*[^/])$ $1/ permanent;
                rewrite (?i)^/ "/site/?virtual-webroot=http://www.domain.com/test-path=$uri" last;

}

then is is being proxied through to an upstream servers

 location ~ ^/site {

                proxy_pass http://site-upstream;
        proxy_set_header        Host            $host;
                proxy_set_header        X-Real-IP       $remote_addr;
                proxy_set_header        X-Forwarded-For $proxy_add_x_forwarded_for; 

}
