I'm developing a web application where I would like my users to be able to import data into Excel via a web query. Is it possible to create a single HTML representation of the data such that users in different locales can import it with numbers, dates and utf8-encoded non-ascii characters being recognized for what they are? If so, how? If not, what are the second-best solutions?

Note: I control only the server side. Any solution that requires VBA macros in the (non-technical) users' spreadsheets is very likely not going to fly—but feel free to share the knowledge anyways: perhaps it can be twisted into a Good Enough(TM) third-best solution.
