How was the /usr/bin/jps executable generated from a Java source file by the JDK build?

On my Mac when I issue:

 $ file `which jps`
 /usr/bin/jps: Mach-O universal binary with 2 architectures
 /usr/bin/jps (for architecture i386):  Mach-O executable i386
 /usr/bin/jps (for architecture x86_64):    Mach-O 64-bit executable x86_64

But the source code for the JDK clearly illustrates that sun.tools.jps.Jps is written in Java (as is the accompany helper class Arguments.java

Usually I've observed +x executables that invoke "java -jar path.to.Entrypoint" vs. a native executable.
