I prepared the following Python script to this XML into ESRI Shapefiles. The starting point for the script was this post.

There are some problems remaining:

  1. Special characters are not encoded as expected. I am not convinced that value = value.encode("utf-8") is correct - please comment on this. // Thanks to ptrv
  2. The url is cut off. // Resolved by blah238
  3. Coordinates are not in Berlin but in Potsdam. This might be a mistake in the original data. Or I use the wrong projection settings.

In order to inspect the data I converted them into GeoJSON so you can view them online.

I can only comment on your second issue, which is that your url values are being cut off. You need to specify the field length, e.g. writer.field('url', size=255)

I just noticed that other fields with more content are truncated, too. The PyShp documentation does not explicitly tell about the maximum length for fieldType = 'C' (Character). By trial and error I found out that size = 255 works whereas bigger numbers result in this error: struct.error: ubyte format requires 0 <= number <= 255. Can you tell how I can still store longer texts in a Shapefile then? –  JJD Apr 17 '14 at 9:43

The shapefile field length limit is 254 characters according to en.wikipedia.org/wiki/Shapefile#Limitations. –  blah238 Apr 17 '14 at 9:54

For the first issue, try removing the line value = value.replace(u'\xdf', u' ')

This worked for me and I successfully could generate the shapefile with attributes containing special characters.

Actually, it looks good when I open the Shapefile in QGIS. The problem seems to be the conversion into GeoJSON which I do with ogr2ogr. –  JJD Apr 17 '14 at 9:44
