I have the following directory structure

/
.htaccess
v1.1/
    .htaccess
    index.php
    ...
    admin/
        ...

I need to rewrite urls starting with /admin to /v1.1/admin but urls starting /v1.1/admin or /v1.1/whatever must still be rewritten to index.php

So far I have the following but it all gets rewritten to index.php. Any ideas?

In /.htaccess:

Options +FollowSymLinks -MultiViews -Indexes

RewriteEngine on
RewriteRule ^$ http://www.example.com [R=301,L]
RewriteRule ^admin(.*)?$ v1.1/admin$1 [NC,L,QSA]

In /v1.1/.htaccess:

Options +FollowSymLinks -MultiViews -Indexes

RewriteEngine on
RewriteBase /v1.1
RewriteRule . api.php [NC,L,QSA]
