I would like to know if there's some library or API to convert a .dcm file to something more common?

we are using c#, so the library or API needs to support this language.

Technically, you don't need an API to support C# or .NET. It's fine if it has a C or COM interface. –  OregonGhost Mar 8 '10 at 17:15

I wrote an open source library to parse DICOM files at http://evildicom.rexcardan.com and have tutorials on the site that describe how to get the information out of the file. Check out the Getting Started tab on exactly how to do that.
